You get Attunement slots at 10, 14, 18, 24, 30, 40, 50, 60, 80 and 99. A pure physical damage build may not need spells but any build could use some utility spells like Flash Sweat or Spook. Then equip a Catalyst/Staff or a Talisman/Chime depending on what spells you want to cast.
